Governance of media and communication in society can be for people, for profit or for power. This article presents the ways that media and communications can be used as tools for each of these means and shows how the roles of media and communications demonstrate their need for governance. As media and communications are regarded increasingly with a ‘trade and commodity approach’, the author warns of the growing threat of a media which is controlled by a combination of both politics and business its implications. This article reflects on the role technology can play to lift people out of poverty and how the media should reflect this. Taking the example of India’s demographic situation, the author questions why we should believe that one model fits all. Lack of funding for appropriate technology programmes - which could be simple in design but ultimately carrying a tangible positive impact on communities (e.g. those using renewable energy) contrasts with the investment in purely market-driven ‘hi-tech’ programmes. Conversely, the article continues, new patent laws will allow companies to pool the informal knowledge that exists.  read

Following on from the South Asia Conference on “Technologies for Poverty Reduction”, the article studies the importance of technology in shaping livelihoods and social development, and in turn its influence on poverty reduction. In addition to “Technology Pluralism”, the article stresses the need to address the issue of poorer communities’ access to technological services and their delivery, in what the author refers to as “Technology Democracy”. It also looks at the relationship between institutions, finance and technology and how people without access to this triad are affected.  read
